Purchasing and Materials
Management Certificate Programs
In addition to the workshops
offered by NAPM-Orange County, instruction intended to prepare for the
C.P.M. Certification examination is offered in Orange County both at Coastline
Community College and Learning
Tree University and on-line from California
State University Dominguez Hills.
Coastline Community College, in co-operation
with NAPM-Orange County, offers a professionally developed Purchasing
and Materials Management Certificate program (current
classes). The curriculum includes the eight Purchasing and Materials
Management courses listed below, plus 6 additional
units from an elective list of business classes, for a total of 24 units.
Learning Tree University has structured their
Purchasing Management Certificate Program (current
classes) to build skills and knowledge to enhance the students career
and qualify for promotion. The Purchasing Management Program is based
on the National Association of Purchasing Managers (NAPM) recommended
curriculum. The program consists of the four classes listed below.
California State University
Dominguez Hills (current
classes) has modeled their on-line Certificate Program around the
NAPM guidelines. The Dominguez Hills program consists of the 4 classes

The first part of a two-semester sequence, including function, organization,
quality considerations, pricing policies, supplier section, quantity considerations,
ethical and legal aspects.

Purchasing 102 - Materials Management
2 (3.0 units)
The second part of a two-semester sequence including purchasing procedures,
value analysis, inventory control, warehousing and traffic, capital equipment,
make-or-buy, automation, purchasing research, personnel policies, budgets,
departmental evaluation, institutional and governmental purchasing practices.

Purchasing 104
- Cost/Price Analysis (3.0 units)
This course
covers the principles of cost/price analysis including labor estimating,
manufacturing overhead, and material costs. Forecasting and application
of the pricing curve are addressed through a group project.

Purchasing 203 - Legislative Impact On
Purchasing
This is designed to acquaint material and purchasing personnel with
the influence of all levels of government in the purchasing field. Areas
covered include techniques developed by governmental agencies and used
in the commercial field. An in-depth study of transportation, OSHA improvement
curves, defense acquisition regulations and public sector purchasing.
Purchasing 204 - Case Studies (3.0 units)
The course examines the issues and problems identified in the beginning
purchasing courses through the application of these principles to actual
case studies. Topics to be covered include source selection, inventory
control, quality assurance, cost/price/profit, value engineering, organization,
and legal and ethical considerations.

Purchasing 205 - Negotiation Techniques
(3.0 units)
The course will cover the principles and practices of negotiations
for corporate or institutional procurement. Negotiation theory will be
studied as well as practiced through role playing techniques.

Course presents concepts and techniques normally encountered at the
senior buyer level and above. These include cost-price analysis, improvement
curves, inventory control concepts, analysis of financial data, forecasting
and economic conditions as they affect company profitability.

Enhances opportunities for success and bridges the gap between educational
theory and on-the-job practices through individualized performance objectives
related to career or occupational goals. PREREQUISITE: Be employed or
volunteer in the purchasing field 5 hours per week per 1.0 unit of CWE;
COREQUISITE: Be enrolled in a total of 7.0 units including CWE.

course covers the four key elements of the purchasing process: identifying

Focusing on current practices in supply management, this course covers
supplier negotiations, use of information technology, quality issues,
and relationships with internal and external entities.

and developing supply plans based on demand forecasts.

Fundamentals
Course examines the fundamental elements of purchasing. Emphasis is placed
on current business trends and their impact on the purchasing profession.
Fundamental concepts, methods, and techniques used to evaluate requirements
for purchasing goods and services are discussed. Case studies allow for
application to real-world situations.
PRX 310 – Cost-Price
Analysis and Negotiation
Course provides an overview of the tools and techniques required for determining
the reasonableness of cost and price, the relationships between the two
and establish the basis for negotiating a final contract between buyers
and sellers.
PRX 330 – Public
Sector Procurement
Course examines the relative aspects unique to Public Sector Purchasing
as well as comparing and contrasting the legal and regulatory consideration
inherent to this environment with those of private sector procurement.
PRX 340 – Advanced
Purchasing Concepts
Through the detailed examination of case studies, students explore the
real-world application of purchasing concepts including: specification,
standardization, simplification, supply, legal and ethical issues, partnering,
total quality procurement and logistics.
