ABSENTEE VOTING WILL CLOSE ON WEDNESDAY, May 21st, 2008 - 12:00 noon

The Administrative Support Committee presents the candidates for the office of Directors of the 2008-2009 Association Year. Each voting member whose dues are paid shall be entitled to cast one (1) vote, per Article IV, Section 1 of the By Laws. Members may vote by electronic mail or by secret ballot at the May 15, 2008 Dinner meeting. Absentee ballots may also be obtained from the Executive Secretary.

All absentee ballots must be signed and into the NAPM-OC office no later than 12:00 p.m., Pacific Daylight Savings Time, on Wednesday, May 21, 2008.

Candidates for Director of NAPM-OC

Markee Fritschle, C.P.M., CPIM
I have over 28 years experience in Procurement and have been a member of NAPM-OC for most of those years. I am currently Procurement Manager at Irvine Sensors Corp. Over the years my involvement with NAPM-OC has been with Educational Resource committee of which I have been the Chairperson for the past 2 years. My goals for NAPM-OC are to increase the membership of the chapter and to help promote the value of certification and ISM.

On the personal side I am a member of Newport-Balboa Rotary Club and actively participate in various community events such as, Back Bay Clean Up, Youth Track Meet and Reading By Nine.

I have been working at 3M for over 31 years in various jobs and in Supply Chain area since 1994. I enjoy the challenges that purchasing brings on a daily basis. I have been a member of NAPMOC for a few years and enjoy listening and learning from the experiences that others have brought to the group.

I have been married to my best friend for nearly 33 years. Although I have no children of my own I enjoy very close relationships with my nephews, nieces and my friend's children. I love all forms of needlework and music.

I am interested in being on the board for what it can teach me as well as any help I may be able to provide. I view this as an opportunity to grow outside of my little comfort zone. I am a team player and will do my best to add to the group what ever I can.

The Board of Directors recommends the following updates to our existing bylaws regarding; Regular Members , Denial of Membership and Expulsion of Members to be in compliance with the ISM bylaws.

  • Change the definition of regular membership from our current definition to ISM's standard definition (both shown below)

Current: Section 1. Regular Members. Regular membership of an Affiliated Association shall be limited to the following:

(a) A person who is involved in the purchasing or materials process, including without limitation, purchasing, purchasing research, value analysis, inventory control, materials management, supply chain management, or any other activity or function which is related to the purchasing or materials process.

(b) An editor, secretary, or business manager employed by the Association.

(c) A person with a full-time appointment as a teacher, research specialist, department head, director or dean of a college, university, or other academic institution whose academic responsibility includes purchasing management or materials management or other related fields or subjects.

(d) An unemployed Regular Member whose dues are current.

(e) A retired Regular Member whose dues are current.

(f) An undergraduate or graduate student enrolled full-time in an accredited community college or four-year college or university.

(g) A person who is engaged in the business of providing consulting services primarily in the field of purchasing management, and materials management, on condition that such person does not solicit members of the association for consulting engagements.

(h) A person who has been a regular member for a period of ten (10) years or more, has retired from all regular employment, has been approved for this category by a majority vote of the Regular Members of the Association of which he/she has been a Member. A person who meets this category shall not be charged ISM and Association dues.

Suggested Change: SECTION 1. Regular Members. A person shall be eligible to be a regular member of this Association who satisfies the eligibility requirements of a regular member of an Affiliated Association as defined in the bylaws of the Institute for Supply Management, Inc. (ISM), as amended from time to time. Regular members of this Association shall have the right to cast one (1) vote on all questions which require a vote of the regular members of this Association other than those regular members who, pursuant to the ISM Bylaws, as amended from time to time, do not have voting rights.

  • Exchange the word Affiliate Support Council to ISM in Sections 6 & 7 of our bylaws. The Affiliate Support Council no longer exists.

Section 6. Denial of Membership. The Association shall have the right to deny membership to any applicant who fails to satisfy the eligibility requirements for any class of membership provided; however, denial of membership shall occur only after the applicant has been advised of the proposed denial of membership and has been given the opportunity to submit proof in support of his or her eligibility for membership in the Association. An applicant denied membership in the Association shall be given written notice of such denial and shall be advised in writing that he or she may appeal the action taken by the Association to the Affiliate Support Council by filing a notice of intent to appeal to the Affiliate Support Council at least thirty (30) days prior to the next regularly scheduled meeting of the Affiliate Support Council. Upon receipt of a timely filed notice of appeal, the Affiliate Support Council shall consider the appeal and shall allow the applicant the opportunity to submit proof in support of the applicant's eligibility for membership in the Association. Except for rare and extraordinary circumstances, the decision of the Affiliate Support Council concerning denial of membership shall be final and binding and the denial will not be considered by the Board of Directors of ISM.

Section 7. Expulsion of Members. The Association shall have the right to expel a member of any classification from membership in the Association for nonpayment of dues or for violation of the provisions of these Bylaws, the ISM Bylaws, the ISM Policies, the ISM Policy Manual for Special Interest Groups and Forums, the ISM Standards of Conduct or such other statements of policy as may be adopted by the Association or the ISM Board of Directors from time to time. Expulsion for any reason other than nonpayment of dues shall occur only after the member has been advised of the proposed expulsion and the reasons therefore and has been given an opportunity to submit proof in support of continued membership in the Association. A member expelled from membership in the Association shall be given written notice of such expulsion and shall be advised in writing that he or she may appeal the action taken by the Association to the Affiliate Support Council by filing a notice of intent to appeal to the Affiliate Support Council at least thirty (30) days prior to the next regularly scheduled meeting of the Affiliate Support Council.

Upon receipt of a timely filed notice of appeal, the Affiliate Support Council shall consider the appeal and shall allow the expelled member the opportunity to submit proof in support of continued membership in the Association. The decision of the Affiliate Support Council concerning expulsion of a non-voting member shall be final and binding and the expulsion will not be considered by the ISM Board of Directors. Except for rare and extraordinary circumstances, the decision of the Affiliate Support Council concerning expulsion of a regular member will likewise be final and binding and the expulsion will not be considered by the ISM Board of Directors.
